This could happen if the installer did not get unzipped properly. Ensure that it's getting unzipped using the Mac's built-in unzipping tool, Archive Utility, rather than opening up in some third-party unzipper. If you're not sure, right-click or control-click on the ZIP file, and choose Open With ➝ Archive Utility.
